It seems from the history that you are having multiple and recurring chalazion.
The treatment is by use of antibiotic eye drops, hot compression. The chalazion swellings can be treated by use of intralesional triamcinolone injections or by incision and curettage.
Along with the treatment for chalazion the underlying cause need to be found out and treated accordingly.

I can understand your concern. Please try local application of Triamcinolone ointment twice day. This will loosen the tight tissues and may help in retracting the foreskin. Since I cannot prescribe online, please get a prescription from your local physician.
If it does not work there are some minor procedures to free the tight foreskin without removing it completely (i.E. Without circumcision).

Maintain ur oral hygiene...at night brush with baking soda and wash ur mouth with lemon water..take kali chlor 6....4-5 globules 3 times daily fr 7 days..it's a homoeopathic medicine..u can get it from any homoeopathic medicine shop..

There are many over the counter medicines for angular cheilitis. You can get triamcinolone acetonide or Kenacort topical gel 0.1%, apply 2-3 times over the affected area, it will take 4- 5 days to heal as the area affected is a movable part so repairing is slow compared to other body parts. Try to clean the area with medicated soap 2-3 times daily till problem is resolved.
