It is usually due to laxity of a curtain that curtails the fat around the eye. If it is bothering you can consult an oculoplastic surgeon who can fix it.

No LASIK for you. First the holes need to be treated on an urgent basis and then you can be assessed by your doctor for suitability for Implantable Contact lenses(ICL). ...read full answer
