If you have fluorosis then scaling and bleaching would not give satisfactory results. Go for laminates and veeners. Consult a dentist and get it done.

If some one going to dentist to clean his teeth by machine monthly then his teeth become weaker or not.?

No need to get scaling done every month unnecessarily. A dentist would never suggest this. And scaling would never make your teeth weak.
